Despite ratifying ILO Convention 188 (Work in Fishing) in 2019, FRN findings reveal that Thailand has struggled to effectively enforce the provisions of the Convention. Our comprehensive analysis exposes gaps in the Port-in Port-Out (PIPO) inspection program, highlighting its consistent failures to safeguard fishers from labor exploitation and provide robust evidence that the Thai seafood supply chain is free from forced labor.
